WS28 – 城市居民

今日的世界已是城市的天下。庞大的都市甚至成为当今世界的化身。大都市的组织很大程度上由中央和地方政府确定，而其生产和管理则听命于房地产开发商和大宗服务供应商。但我们不能忘记，城市也是公共产品之首，而住房更是人类基本需要之一，是人类尊严的保障。城市的居民们往往没有强大的组织，他们人微言轻，难以左右城市的前进方向，他们唯有把希望寄托于选票，寄托于有限的参与。如果说中产阶级还有足够的实力发出他们的吼声，贫苦的大众就没有如此的幸运了。他们中的许多人漂泊不定，任凭自己被发配到城市的边缘。20多年来，新的组织模式终于露出端倪，对权利的尊重被高声喊出。在中国，人们不再听凭政府和开发商的摆布，不再任由他们把自己驱赶到城郊或是破烂的旧城，声张权利的行动正如火如荼。究竟要怎样，居者有其屋的神圣权利才能在中国和欧洲得到声张，得到肯定？究竟要怎样，普通的居民才能跟政府和开发商平起平坐，共同管理他们所居住的城市？

这便是本分组的核心话题。
