Energy Efficiency for Sustainable Development of Municipalities
Final report on the results from project implementation (1998 - 2004)
Brief project description
The project is aimed at introduction and development in Bulgarian municipalities of policies and practices for energy efficiency improvement and reduction of GHG emissions. It is organised in two components:
(1) Local human and institutional capacity building on planning and management of energy efficiency in municipalities;
(2) Demonstrations to identify the actual energy efficiency potential of municipal sites.
Local human and institutional capacity building for energy efficiency improvement and reduction of GHG emissions in Bulgarian municipalities is the core of project activities. The objective of the demonstrations is to support this process and contribute to the achievement of maximum results.
The focus of the project is on municipalities and their functions with respect to energy planning and management. Its objectives are being achieved through a variety of activities - specialised studies, dissemination of general and specific information about efficient use of energy resources, training of local decision-makers and experts on energy planning and management, building and strengthening of local institutions on energy efficiency and sustainable development, development and strengthening of the Municipal Energy Efficiency Network EcoEnergy as a base for collaboration among Bulgarian municipalities and a tool for broader trans-frontier co-operation, identification and promotion of innovative for the Bulgarian practice schemes and mechanisms for financing of energy efficiency programmes and projects in municipalities, encouragement of and support for public-private partnerships in the field of energy efficiency, creation of prerequisites for sustainable development of the energy efficiency activities in Bulgarian municipalities and prevention of adverse climate change on a global scale through actions at the local level.
The demonstrations are concentrated at typical municipal energy end-use sites - buildings (a hospital, a school, a residential building, an administrative building and an industrial building), the street lighting system and the district heating system. They have been selected on the area of the Gabrovo Municipality, which is hosting the energy efficiency demonstration zone.
