China in Latin America
Strategies, goals and limits of a presence
For half a century, People’s Republic of China has had but little interest in Latin America, a region where the United-States were exercising a real political and economic hegemony. This era of indifference is over. For five years, China has been multiplicating its investments from Rio Grande to Tierra del Fuego, and stands now among the biggest commercial partners of Brazil, Argentina and Chile.This presence, however, generates some concerns and questions, both in Latin America and in the United-States, where the thought to see China inserting itself in that region raises little enthusiasm. China also finds itself competing with the ambitions of India, which is preoccupied with supplying itself with resources too.
